He should be the offiating priest not best man

I'm not sure he can.

Since he's now a priest, I guess he should be the one to celebrate your wedding Mass.

That was what happened to me too.

We were to enter into the seminary togther, but couldn't so he celebrated my wedding.

The best your priest friend can do for you is to be part of the officiating priest or rather he'll be the priest that will officiate your wedding...

All Catholic priests need the permission of their Bishops for EVERYTHING-because they share in the priesthood of Christ through them.

The Catholic Bishops that I know are unlikely to permit a priest to serve as a Best man.

If he decides to do it without his Bishop’s permission, he will be reported by other priests and punished.

How did I know? I was in the Major seminary from a diocese and reported to a Bishop for 6 years.

Yes! A priest can be your best man.
The Catholic Church permits and allows it. There's nothing wrong in it. I have attended weddings of my seminary schoolmates where our fellow schoolmate-priests are best men.
I hope to marry soon and my best man (now a priest) will be one of my classmate whom we studied for the priesthood together.

It is very unlikely, consider priests as married to the body of Christ. Like married men they are unlikely to be bestman. May God bless ur friendship and marriage

Married people too act as best man and maid of honour. You don't have to be single.
