This is not well thought out. The governor cannot nullify all existing CofO. Title holders will sue the Agency in charge of the issuance of CofO or state governement. The governor being the landlord can invalidate some CofOs due to overridden public interest and not to invalidate all the CofOs in Delta State. Title documents that he wants to invalidate were issued by the same state government.
I expect title holders to go to court and they will win. The state government can only call for re-validation/re-certification or regularization of title documents and not to force them to acquire new one.
Delta State government needs to sensitize all title holders on what they stand to gain by re-validating or regularizing their title in order to be secured and not to cancel the existing title. A case like this has even got to the supreme court and the title holder won.
