The Independent Corrupt Practices and Other Related Offences Commission (IC) finds it necessary to issue a statement on the 2019 Corruption Perceptions Index released recently by the Transparency International (TI), the global anti-corruption watchdog.

The report ranked Nigeria 146 out of 180 countries with a score of 26 out 0f 100 and painted a dismal picture of the country’s anti-corruption efforts by placing Nigeria as the second most corrupt country in the West African region.

IC hereby states categorically that the report is unfair and untenable as Transparency International has consistently failed to recognise the efforts of the government to tame corruption. These efforts include increasing number of cases filed in court and jail secured in several convictions against corrupt persons across all levels of society, including hitherto ‘sacred cows’.

More importantly, the strides of government in relation to corruption prevention measures appear to have been totally ignored.

Perception is one thing, reality is another. To lend credence to perception, it may be helpful to match it against reality especially when information on perception is coming from a source such as TI.

The reality is that government has put in place several mechanisms to ensure transparency in the management of its financial affairs. The IPPIS, GIFMIS, TSA and more recently the portal www.opentreasury.gov.ng are examples in point.

In recognition of the seminal role of prevention in anti-corruption work, IC recently released its report of the system study and review exercise on the use of the Personnel Cost and Capital Development Fund in 201 Ministries, Departments and Agencies (MDAs).

Allied to this report is also the highly publicised work of the Commission in tracking the use of the funds released for Constituency Projects and the report on the deployment of Ethics and Integrity Compliance Scorecard in 280 MDAs.

The reports on these initiatives provided very important policy recommendations to government on corruption prevention which are being acted on, including the restraining of several billions of Naira from release to MDAs which had stood the risk of misappropriation and embezzlement as well government’s recent directive that all MDAs including tertiary education and health institutions get captured on the IPPIS for transparency and ability on the use of Personnel Cost for Federal Government employees.

It should be noted that Nigeria currently leads Africa in asset recovery. These assets are proceeds of corruption which would have been permanently lost to the country. Denying perpetrators the benefit of their loot is a potent strategy in anti-corruption work.

Nigeria has also improved in its rating on open government standards as the government continues to operationalise the 14 commitments enunciated in the Nigeria OGP National Action Plan.

Not the least of the Buhari istration’s efforts to combat corruption is its unassailable political will to tackle the menace. This is amply demonstrated in the accorded Anti-corruption agencies by way of increased resources and stance of non-interference.

Going forward, it would be helpful if TI would publish its research parameters so its data can be disaggregated rather than build its rankings on a few issues such as political corruption. No doubt we are not yet where we ought to be, but we have not been stationary either. The country has moved well away from where it was a number of years back in of enforcement, prevention and citizen engagement against corruption.

IC is firmly persuaded that the silent majority of Nigerians appreciate the anti-corruption efforts of the government led by President Muhammadu Buhari even if TI does not.

We shall not be distracted but continue to forge ahead.

As if when there was an appreciable increase in the anti-graft war during the era of OBJ to Jonathan the successive governments were not commended by the same TI despite pockets of corruption cases during their era.

Always irresponsible and refusing to accept blame but will never hesitate to the buck.Well, the world have seen how the APC allegedly fight corruption.Legalization of in-house corruption & using sledge hammer for others.

I'm also waiting for EFCC, SARS et al to issue their wailing statements when the truth is staring them in the face.

The present Nigeria is a dying country under a tyrant. We can complain about corruption from now till a thousand years and nothing would still happen.

Watch the news and see how Iraqis are protesting against their government for a change. Can igbos, yorubas and hausas unite to protest against all these gluttons we have as leaders?
No!

That is because water and oil don't mix. Yorubas, middle beltans, igbo, northerners and Niger deltans can never mix because we are a totally different set of people. 'One Nigeria' is a scam. It only creates an easy avenue for leaders to loot loot and loot without the fear of a united masses that can protest and demand for a better leadership.

The North are gradually becoming new age colonial masters over the South under the guise of 'one Nigeria' . They plunder our resources, rape our women and kill our people through their proxies known as Boko Haram and herdsmen. See how they humiliated Onnoghen out of office and replaced him with the present 'quota' CJN. There is even a covert cleansing of military personnel of southern origin that is going on within the Nigerian army through the use of Bokoharam.

For corruption to be reduced, Referenda has to be held for each southern ethnic group to decide who wants to remain tied to this curse.

Our only hope is the map below.

shocked

But this istration will accept the report that says that Nigeria is the number one place to do business in Africa and that Lagos is Africa's first start-up city But rubbishes any that faults them on human rights abuse and corruption.

Double standards if you ask me.
Just like Maimunatu who accepts she is a good cook but can't take the criticism of being horrible in bed.

God bless His Excellence, President Mohammadu Buhari (GCFR)

With haters abound, The istration of His Excellence, President Mohammadu Buhari is making giant strides at a slow and steady pace.

If the sane must agree with this istration, Nigeria would have been at a higher podium if we moved at this pace during the 16years of PDP shambolic rule.

Kudos to this istration. Sacrifices we are certain to reap in the future are being made.

God bless The Federal Republic of Nigeria.
Amen.
Slow and steady we will get to a New Nigeria.
A better Nigeria for all is all we want.
Our country will be great again.
Amen.

I agreed with IC , corruption is not all about EFCC making arrest alone,

INEC now under Buhari is corrupt, because buhari shouldn't be having meeting with the INEC Boss , INEC should be independent as stated by the law.

the now Kangaroo judicial system and how Onnoghen was removed , kogi election , Osun Election , IMO judgements , one sided political appointment, hisbah is legal and amotekun is illegal and so much more .. corruption stinks in Nigeria .

Perception is imaginary. Reality is fact.

TI spoke about perception and not reality. Sometimes you just need to pause and think....that way you would make sense. You obviously never pause to think whenever you read anything BUHARI.

The people who were found endorsing or participating in various corrupt practices need to be brought to justice.
