The man stole a roofing sheet. Almost every one of these stories where citizens are beating up a thief, it is always theft of some trivial item

If the guy was a person caught robbing or kidnapping or even stealing something of actual worth I would understand this aggression. This is just bullying someone who is already down on his luck.
