You will have to on the DStv app with your serial number, phone number, email etc associated with you DStv decoder.
So, I don't think it'll work without a Decoder

But, you can startime app. I think it work without decoder. Good for local TV and Europa football

Depending on the resolution you set it on.

If at lowest, a football match is about 185mb.
At medium, 350+ mb.

Four people can use it.
