tongue cutting and body mutilation are usually a sign of secret cults and juju involvement.

I think other factors are at work here, such as assasins being brought in from outside. Like I pointed out, such things are more common in central Africa.

The security forces CANNOT control a full blown crisis in Nigeria
The Police has less than 500,000 men
We should be careful the way we call for war
The entity is not perfect
But it will be foolish to go to war and thereafter settle for a worse arrangement
Wars arise out of miscalculation
A party is cocksure about what the others would do - concede or lose
Otherwise people will discuss first rather than going to war
