In as much as Jonathan was a disaster,the time to arrest GEJ was during the initial months of Buhari's goverment.
With all the corruption revelations about the Buhari goverment now coming to the fore,that window of opportunity has been lost and honestly,any attempt or even summons by any goverment agency against Jonathan would plunge the natiion into crisis.
