The elevator stops at the 7th floor. It doesn't reach the 10th. So in the mornings, he descends the steps to the 7th floor to the elevator to the ground floor to go get his groceries. When he comes back from work, he takes same elevator to the 7th floor where it stops, then use the staircase to reach home.

They are many possible reasons for this. It could be the elevator only has options of 1-7. It could also be he have made a resolution to always climb three stairs once he comes back from shopping since he is getting fat and can't cut his addiction to junk food. Riddles doesn't make you think outside the box, it just makes you think only about the outcome the author of the riddle intends or specify. That's hardly thinking outside the box for me.
