Of course Tinubu big your state Governor in all ramifications na. But another look at the first pic shows that everyone was seated so it would not have been proper for Bello to stand, distract and block everyone's view moreover since Tinubu was seated Bello needed to stoop to Tinubu's height so they could communicate effectively. In the second pic shows people behind were now standing (which means the programme/ session had ended) so of course standing will have been the proper posture to communicate in.
