If you paid for US acct and he sold a Romania acct to you, then he's guilty of that...

If he hasn't added bank or card on the acct before you bought it and he sold it as verified to you, he scammed you probably cos you didn't know it is to be there before an acct is verified ...

I asked the guy for refund, he said he is having financial issues, I stayed quiet only for me to see the guy posting his advert 20 mins later.

Then days later he came back saying the gotten limited then I told him I have a Romania not USA this time he said he was okay with it then I told him to add to add a card first again still he went on to fund it again without linking a card to it.
How are I to be blame for that ?
