70% of our Budget is from Oil. 90% of our foreign exchange revenue is from oil.

Even d other 30% component which come from tax are highly linked to oil indirectly.
When oil revenue is low, d govt spend less, less money circulation, less money 4 club, cement, wedding, beer, recharge cards etc. Thus MTN, Guiness, Nigeria Brewery, Dangote etc profit reduce. Thus Profit tax drop. And govt money for Budget drop also.

However in all this, if oil price remain $40 2016 will be better because d govt want to borrow so much in 2016. We should pray that oil price increase in 2017 so that we can have enough money in 2017 after paying debts that we will incure in stimulating economy in 2016
