I
think you need to identify the agency you want to get transferred to, and then the head requests for you. That letter is then taken to your organization. Depending on the level of connection you most likely get a secondment before a transfer of service which is more permanent.

what i said earlier is what is obtainable, whats your profession, what connections do you have? i have a colleague who is a lawyer she left to another agency that needed a lawyer on a particular desk at the time, she got seconded from my office and eventually got transferred fully. so you must have your eye somewhere or someone willing to pull you in but that the higher your cadre the more likely you are to be a threat to those in that office already so you have to do your home work well

May be u are in the ministry's parastatal, but i don't think in the mainstream civil service there is a position called deputy manager, level 13 in mainstream civil service is Assistant Chief.......
