For Master's program it should be enough as proof you can care for yourself.

firstly, how is ur Uncle related to u? Does he has d same parent with ur mom? if yes u need a proof/document from ur mom wen she was bearing the same surname with ur Uncle during her youth age and back it up with an affidavit.
secondly. the police report is not for ur Uncle but for you, stating clearly that u are crime free.

I'm not aware people need to depose an affidavit proving relationship for Lithuanian/European visa.
