You can her under the VCSHIP program which is 15000naira yearly. You simply need her surname, first name, middle name, date of birth (date,month,year) and the name of the hospital she prefers to use.
Once you are ready for the payment, go to any NHIS office with the details

If your name has been confirmed to be in the at any NHIS office, you will be given something in place of the ID card which you can take to your chosen HealthCare For identification.

If the said HCF is accredited under NHIS then the HMO should be involved for federal cases but if the HCF is not accredited by NHIS then no, NHIS cannot do anything about that.
