Traditional rulers are appointed by government thus they are public servants. As of today, any traditional ruler traveling out of his state must inform his local government Chairman, neither a Commissioner nor the Governor. This is the position of the regulations guiding their appointments.

As powerful as the Sultan, Ooni, Oba of Benin, Obi of Onitsha, Attah of Igala etc. are, the law, today placed them under their respective local government Chairman.
