Participating countries will send reputable candidates with a strong background in international politics, economics and diplomacy. Quota system and nepotism doesn't abound in issues like this. Nigeria needs her wealth of knowledge and experience in gravitating through favourable international trade policies. Based on her stint in world bank, she's even more qualified than every candidate in Africa right now.

Still the same excuse. If the favored person is Igbo, it’s because he/she is the most qualified for the position in the world. No other person is qualified so the president has no choice. If it is someone from another tribe, it is nepotism.
