Here's what I did

Used my phone's camera to take a picture of the certificate. The size was over 8mb and the required size should be 200kb or less. Visited Google Play Store and ed Qreduce lite. It is friendly and your picture retains its quality, plus you also get to determine the specific size you want.

I've deleted the previous one.
Try this one, I have used the exact same head ratio as the one I used, and improved the colour.
If this one below doesn't work. Maybe you need a different port. (it could be the NNPC site software didnt pick your eyes looking directly at the camera in order to calculate the distance between the pupil).
