Actually, back in 1999, INEC won't any party that did not have representation/offices in all the 36 states and Abuja....that's how we got PDP, APP(now APC) and AD (now APC).

But the late SAN, SAM Gani Fawehimni went to the Supreme court and got a ruling forcing INEC to throw out the 'have representation in all states criteria on the grounds that it was not in the constitution (Uncle Gani had been trying to get his party N ed and INEC had turned him down)

So, as a result, by 2003...we had 50 parties. It's gone downhill from there.
