How is this possible? I can the laws and procedures stated on the MoFA website. According to the stated laws, it's a crime to change from one visa permit to another while in the country e.g. From tourist to working visa.
Resident permit implies he had a job before leaving Nigeria or got employed after studies while in Japan (which he must change from his/her student visa).
