I think you are right. A 16mm rod will make it very difficult to cut for an intruder. But those pipes are very strong on their own.

There's something I am trying to do there, I will smooth the upper part for a paint, divided by a belt, then the lower half will be completed with either stones or tiles.

It's a headache my brother.

Look at the ones I fitted on a house last year, it will always get dusty especially if it's on the external of the house near a dusty road. But I spray painted it with a high quality oil finish so I can always wash the doors with water and soap. I plan to repaint again by the end of this year to retain the bone white effect I love.

To achieve that level of compaction, a lot of measures could be employed, from ponding the foundation with a steady flow of water to help sink in loose soils, to following it up with a physical method of ramming the soil into the ground with "rammers" made for the purpose or to walk a manual vibrating compactor which can shake the earth and compact the soil to resemble the original natural earth settlement which is always hard.
