D first one is d official portal and d second is d fake portal where ppl print d so called letter from....notice dat d second one has an "apply for relocation" link which is d motive of the scammers.... To make ppl who didnt get d state dey want to pay for relocation... I tried logging in with my and dey gave me YOBE state...this is no magic...they know I'll definitely want to redeploy from dat place...
