In other words, many parents in the South East are in a position where they can comfortably afford school fees without having to borrow money. That’s a strong sign that the region is doing well economically. It shows that people have the means to their kids’ education without financial strain.

So, while students in other regions might have to rely on loans to get through school, South Eastern families seem to be managing on their own. This paints a picture of a community that’s financially stable and better off — which is really encouraging news about the state of the economy there.

the question you should be asking is are the students getting the loans not "where are SE or SS schools"?
