Tunji Alausa says a dual mandate allowing colleges of education (COEs) to award both bachelor’s degrees and the National Certificate in Education (NCE) is set for implementation.

In 2023, the mandate was signed into law, having undergone ideation with numerous committees recommending its adoption. It was to take effect from the 2024/2025 academic session (starting September 2024), where only federal COEs aged at least 10 years were to pilot the programme

Alausa spoke on Tuesday in Abuja during a follow-up meeting on resolutions from the last biannual stakeholders meeting. ment He said the implementation of the dual mandate will now begin in September 2025.

The education minister said it would boost enrolment in COEs and eliminate the need to convert COEs to universities. Alausa said reforms within COEs are important for adapting to modern demands and technological advancements.

He urged educators to integrate technology, critical thinking, and computational skills into their curricula.

“We once had a strong educational system, and that’s what we are working hard to restore. All hands are on deck to achieve this,” he said.

“We must tackle the high number of out-of-school children and reduce learning poverty across the country. As teachers, you are at the centre of driving this change, and you must also challenge yourselves
.

“The way we taught 30 or 50 years ago is no longer relevant. Education and teaching methods are evolving. You must start thinking about how to use technology in the classroom.”

Alausa stressed the need for educators to harness educational technology and artificial intelligence to improve teaching and learning outcomes. Addressing declining enrolment in colleges of education, he urged s and staff to the ongoing reforms, warning that the survival of their institutions depends on their ability to adapt.

“With this dual mandate, there is no need for conversion to university status. You should be the ones pushing for implementation, not the other way around. It’s a matter of your survival,” he said.

“The government has secured the future of colleges of education. It is now up to you to sustain them. Failure to embrace this mandate could lead to extinction.

“With this reform, there’s no justification for any college of education to seek university status."

Our educational policies seems to be changing everyday. Will prospective students need to have lower jamb cutoff marks to gain ission into these COEs compared to universities and polytechnics? Will these degrees be directly equivalent to that obtainable in universities and wouldn't be discriminated against?

At the top are university degree holders, followed by graduates of polytechnics and technical colleges, with the largest group being those who acquire vocational or technical skills through colleges or apprenticeships. This structure ensures that there are more skilled workers than degree holders, which s a balanced and productive economy.
However, in Naija, the pyramid appears to be upside down grin. There are more university graduates than technically skilled workers. This has led to an oversupply of degree holders in a job market that lacks sufficient practical opportunities, while skilled trades and technical jobs remain understaffed.
In countries like China, individuals with vocational training or practical skills often earn more than some university graduates. This reflects a society that values skills and productivity over academic qualifications alone. It shows that one can have a lower-level qualification and still live a comfortable and respectable life.
I think for Nigeria to achieve sustainable development, there needs to be a deliberate effort to promote and invest in vocational and technical education. Young people should be encouraged to acquire practical skills that meet the demands of the local and global economy. Changing societal attitudes that place university degrees above all else is essential. A strong economy thrives not just on certificates, but on competence and creativity at all levels of the workforce.

Professor Wole Soyinka describes literacy as the ability to read and write in ANY LANGUAGE. Education is formal and informal, manyof you think formal education is the only pathway to success in life.

You have a white construct of education, success and failure when you only see things from their lens. An average Hausa man can speak, write, read and listen to his language through the radio but you call him aboki because you do not understand the language of his education.

A Yoruba man is shouting "Oshodi-Mile 12" and directing you to enter, paying taxes and taking you from one place to the other but you call him razz because he does not speak the language used to enslave you.

The Igbo man is selling okrika but it is beneath you to bend down select while he is doing import and export, doing marketing and sales.

The educated person is looking down at the Aboki who polished his shoe he will wear to enter the bus that agbero will carry him to his destination in a cloth sold by the Igbo man. He is carrying the papers around with a tie in the heat, yet has no job. The people he is looking down at are feeding themselves and their families, they are doing something with their time. Educated person is analysing online, begging for data, unable to use his education to solve real life human problems. Who is defining success

Yes you can. Education abroad is not the same way we discriminate here. As long as you are able to convert and follow the structure of that country, you are good. Don't let your life be defined by the Nigerian construct of class. I salute all those who graduated with a 1st class but in the real world, no one will your class. We want to see what you can do. Even if you graduate with a abroad, don't let it define you. There's more to life than academic grades.

5 types of intelligence - academic is just one of them. I will not tell you not to study well but don't confine yourself to academics alone. Nigerians think only when you speak and write English well that you are intelligent. Then they see a Chinese and they are wondering how he can build bridges but they have forgotten English is just a language, a means of expression. It doesn't mean he who speaks Igbo, Hausa or Yoruba language is dumb and will not do well in life.

Enough preaching from me. sorry for diverting from your topic but I wrote this because it has held back many people from progressing home and abroad. They think what is from abroad is the best and what they have at home is the worst cry

Yoruba culture, in the villages have internship. The Igbos do it very well in their apprenticeship and the Hausa are skilled at trade. Each generation es on what they learned to the next. If that chain is cut, I'm sorry. Exposure is a part of education.

Our major mistake is pushing our trades aside for Western education but all those people working as engineers, ants and lawyers can not survive if there is no trade and business. The women and men at Isale eko may not have Western education but they are the drivers of the informal economy by learning trade, doing import and export and selling wares to us. The Western edcuation made sure we hated what belongs to us but today, Chinese are showing us how it should be done.

For degree programme, is still same National University Commission that still response for the supervision. ( Degree is degree).

For degree, same cut off mark as university.

Is dual mandate ( ie, they will run Degree programme and NCE ).

NUC will supervise the degree programme, while NCC will supervise NCE programme.

But for direct entry:- candidate with NCE will spend 2years, as against 3 years.

This pure cheating for some of us who wrote jamb over and over again to gain ission into university. The academic curriculum in universities can not be compared to quackery ones in these so-called colleges of education.

The academic structure is quite different and graduate from both institutions should be treated differently
