The person who wrote this lacks sense and is motivated by ethnic bigotry.

The bill has not been ed and check out what fulanis are already doing almost over the country. that bill and a Fulani would tell you that Enugu, Benue, and Ebonyi are their ancestral lands and are free to gaze their cattle in those states.
