It's a critical situation that requires not a drastic approach. Firstly, do you still love her? Everyone wants to break the yoke of poverty & will quickly accept such offer.

My Advice:
Accept the offer.
His next step is to start looking for ways to become more relevant e.g Get an MBA, do ICAN or any good finance certificatuon.
If he has interests in other relevant field he can also improve himself in it.
He should also start looking for any good businesses he can do.

FIRS is a good opportunity and he can use it to his benefit

Anyone can be trained to be a tax officer. In fact most employers In the financial sector prefer to hire graduates of science based courses because of the assumption that they are better at numbers. Besides there are other departments in firs apart from tax like work, procurement where a building engineer can fit in.
