Chicagograduate:it is obvious that the salaries and allowances of their top officials are the reasons for the losses they keep declaring every year, these are just recurrent expenditures oo, not even capital expenditures to build more infrastructure  . Unfortunately, people that handle issues in Nigeria don't think in the direction of how things are supposed to be done
