No, it's not government's responsibility. It's the responsibility of other agents of socialization - family, church, mosque, schools, culture, etc. Since those have failed to do the needful, government has stepped in.

If you go to the Arab world, people dress decently because they still have an effective culture that keeps people decent. Unfortunately, our people think they have grown bigger than decency. That's why government has stepped in to right that abnormality.

Like I mentioned in the comment you quoted, governance isn't just about fixing infrastructure. Governance embraces everything, including ensuring there's sanity and decency in society. Where those fail, they become a burden to the people and government. Government has the capacity to achieve everything at once - that's why there are MDAs.

The experience i had yesterday left much to be desired. I visited a friend at Nyanya around phase 4 and he took me to the t opposite Eco bank. We ordered for drinks and chicken while watching Tot/Man U match.

A girl from God knows where showed up with a loose top, no bra and was shaking her chest left and right. I called her and she happily sat with us, we bought her drink and meat and told her to eat and go home, she was surprise.
