Considering how he survived an assassination attempt by the whiskers, one would think he should subsequently be proactive enough to deal with events before and as they unfold.

If you have credible intelligence that foreign agents are posturing to destabilize your government, why not seek the help of your closest ally (Russia in this case) to filter out those elements and deal decisively with them, if he cannot do it himself, instead of being seen lamenting like a weak leader?!
