Professional or Licence Certification Not Compulsory For Entry Into Civil, Public Service — HoS

A circular has emerged where the immediate past Head of Civil Service of the Federation, Dr Folashade Yemi-Esan instructed that only academic qualifications are required for entry into the country's civil and public service.

The circular dated 12th April, 2021 was written after a meeting of the National Council on Establishment in Lagos.

The circular personally signed by Yemi-Esan reads in part, "The National Council on Establishment (NCE) at its 42nd meeting held from 30th November - 4th December 2020 in Ikeja, Lagos state resolved that professional certificates shall no longer serve as entry qualifications into any cadre in the Civil/Public Service. Consequently, only academic qualifications such as Junior and Senior Secondary School Certificates (WASC/SSCE), NECO, GCE, ND, NCE, HND, University degrees and postgraduate degrees shall apply".

This is in response to insistence by professional bodies that that certification is compulsory for entry into civil/public service.

Reacting to the development, the ~whatever~ of ~Ukulele kingdom~, Engr. ~Zero Tolerance~ commended the Office of the Head of Civil Service of the Federation for stating the facts clearly, accusing some professional bodies of harassing jobseekers with demand to acquire their certification.

According to him, academic qualifications are enough for people to secure employment both at public and private establishments, noting that professional certificates can only be added advantage and not compulsory.

He said a lot of persons do not know their labour rights, urging them to take advantage of the policy by the federal government to excel in their careers without being limited by obnoxious demands by professional bodies.

The so called Professional bodies in Nigeria seem to be nothing more than gatherings of people with oversized egos. It doesn’t make sense that a person who has studied engineering for five years can’t be called an engineer unless they with COREN.
Why do lawyers need to go to law school after already obtaining a law degree?
Even ants have to ICAN exams to be seen as real ants after spending years in the university for a degree. This kind of absurdity only happens in Nigeria—where did our policymakers pick up these practices?

Lies.

When the time reach, una go tell person to go and get Professional Certificate.

To get job with Lagos State Government as a Teacher, if you dont have TRCN Certificate which is the Professional Certificate that proves you are a Certified Teacher in Nigeria, they would not employ you.

Full stop.

And for you to get the TRCN Certificate, you must have undergone TEACHER TRAINING or studied EDUCATION either at the College level (NCE, PDE), University undergraduate level (B.ED) or University Postgraduate level (PGDE, PDDE)

I can agree with most of what you wrote except for the COREN part... You can be an ant without being chartered, your HND/ degree would suffice for that so ICAN is optional for ants.

But COREN is the regulator of engineering practices and their hip seal makes you a bonafide engineer, which means you must abide by certain professional ethics and codes of conducts. Without bodies like COREN, a lot of experienced bricklayers would would parade themselves as engineers.

See how houses are collapsing left right and center? It would have been far worse!

Any yet with all these aforementioned professional bodies .. they are just there to chop association money ..

Yet they all carry titles but cannot generate massive solutions and projects...

Many quacks parading themselves as professionals because by crook means they can obtain the association certification...

With your ₦200,000 you can get a fellow hip title without any technical knowledge or experience..

Only happens here in Nigeria ..

The worst of these professional association is the Chartered Institute of Stockbrokers. All they are after is to milk for annual dues and charge exorbitant amounts of money for their useless D. Very useless and dubious organisation.

You think they don't teach ethics and principles in the university?
From 200lv up all engineering students are taught ethics and principles. It doesn't make any sense that someone will have to with a different body to become a certified engineer after obtaining an engineering degree in a recognized university.
FYI, the only thing they do at COREN is registration and collection of fees/levies. No new knowledge are acquired there

Do they enforce it? Outside of the university, which body standardizes engineering practice in Nigeria? Are you saying it should be free for all?

Perhaps bodies like NMA and Council for legal education too shouldn't exist.

I don't understand? Do you mean for non professionals or professionals? As in Doctors, nurses, lawyers no longer need certification to get employed in Nigeria?
