How do you know a responsible and responsive governor.. you come out, denounce this practice, call out all those in charge of the distribution, carry out a thorough investigation, name and Shame them publicly and even prosecute them for theft.. this would send a message to all that would be given that responsibility tomorrow that you don't tolerate nonsense. But when as a government you turn a blind eye to issues like this, you are only deepening the rot in the system which you are the chief perpetrator of. But no, the state government and governor won't do any of the above because they are all complicit.. At least stand with the people you always claimed elected you for once..
