Ironsi decree unified the civil service.

Ironsi was killed in July 1966 and Gowon took over. Gowon promulgated decree 14 and 15 which abolished the regions and divided the 4 regions to 12 states. This happened in 1967. Very wide appart.

Again, Ironsi was killed about 40 days after making his decree and could easily have been reverse if Nigeria never wanted it. Its because of Ironsi that Nigeria is still one today

And how come each of those every times, the Nigerian people have been left with an even shorter end of the stick?! undecided

The Constitution is supposed to be the backbone of the democracy. If it is tampered with and the result of that tampering has been even great levels of corruption which is what exist today, does that not signal a failure in the system that may require a complete overhauling or repeal of all changes made to it? undecided

Has the Americans made a complete repeal of their 1776 Constitution, even with all the amendments made on it. So why should Nigeria do this? We will continue to amend it, as long as the country remains one entity, to rectify any error found in it, or to adjust it to current realities.

However if there is any major political cataclysm, like a regime change, or restructuring, it is then a new Constitution needs to be reenacted.
