Concrete roads are deliberated constructed with rough surfaces so as to improve the surface friction.

The cement tech is a good one.

You have some points partially! Comparatively with Asphalt road, concrete is still far better.

For that level of damage I see on that concrete road, if it was asphalt, you would be seeing a deep valley if it is subjected to the same level of use.

if you can , go fru my profile, I did a 4inch slab on my compound in Nigeria and stamped it,I have done this by myself ie supervising it.I created huge slabs at 20feet interval for expansion. I am a flued Engineer with 15 years experience in the Uk, so when it comes to Expansion, I know my onions.Thishas nothing to do with otti or who ever it is, It has to do with doing what the contract speciffy.
