Sharap signs on behalf of the Minister after giving his approval.

The Minister of Abuja, like the Governor of a state, can get any commissioner to sign on his behalf, after he has approved the transaction, go and read the Land Use Act 1978 to clear your ignorance.

Any instrument/transaction without the consent of the Governor first had approved is null & void ab initio, section 22 & 26 of The Land Use Act.

all lands are signed by the fct minister even if there is no minister at the time,only the minister gives final approval.now I am beginning to get irritated by playing tribal victimization. It either the northerners complaining in fcta or igbos playing victim, some of us in Abuja know the game they play from lands to agis and even amac. Infact wike should just clean the system like the way el rufai did in his tenure.

There were report of corrupt heads in FCDA then who were just selling lands illegally. It was when former president Buhari came that they clean up that department and seize back most of those lands.

A Minister was in place just last May and left on 29th without approving a whopping 214 hectares of land all through his stay in office, and then all of a sudden within weeks of leaving office, June, a Director of Lands have approved 214hcts of land? Hmm monkey hand no resemble person hand here? Again, Wike said, they met and agreed that NO BODY SHOULD DO ANYTHING ON THE LAND UNTIL A FINAL DECISION IS MADE, but they smartly went and started Selling the Lands to unsuspecting public. Why the hurry when pending issues are yet to be settled?

This nonsense should not continue. In FCDA Lands, approval are still being given or signed by retired Directors depending on the year they claim the land was purchased.

If you buy the Land in 2001, they'll take it to the retired Director at home for his signature. I don't want to mention names.

Which restraining order?

They agreed not to do anything on the land until issues are resolved. The next thing, you have started selling the land. Since you didn't respect the restraining order, you don't expect Wike to open his eyes and allow you to make your billions at the expense of the public.

The laws governing the FCT and a State are not totally copy and paste and likening the position of a minister of the FCT to that of an executive governor show that you need to read more.

In a Federating State, there is never a vacuum in the position of a governor but that of the FCT, a minister can be appointed anytime the president wants e.g Buhari appointed minister of the FCT after six months. Do you mean that the FCT istration was folded up within that time and put in a box because there was no minister?
Now, the law has prescribed not more than 60 days for minsters to be appointed, do you mean if minsters are not appointed until the 50th day like that of Tinubu, the FCT istration will stop to function within that period because there was no minister.

Now back to your analogy of P S doing the work of an executive governor of a state: the FCT minister is not an executive governor even though people draw similarity for the convenience of public discourse.
There is a problem with you mentioning P S while describing an executive governor in the example you gave. The absence of an executive governor does not reduce his functions to a P S or any other official of equal jurisdiction performing those functions. The Speaker of the House is there in event of a scenario like that.
So it is never like a P S doing the job of an executive governor when the Director of Lands duly sign and allocate lands when a minister is not yet appointed in the FCT

Use your common sense. Your response to what the other poster asked and the parallel you gave is totally wrong.
Wike's defense can only make sense if the law explicitly say; it is only a Minister that can allocate land or they got to discover that the land was acquired through fraudulent means when the Director of lands signed the papers.
This Wike explanation did not include any of that, whereas he only said the land was allocated when there was no minister which is not what the law explicitly said.

As a government official, when you are trying to correct a wrong thing by doing a wrong thing, it brings suspicion and give rise to different interpretations

This is foolish talk, bcoa govt does not stop before appointment if ministers does not mean whenever a new minister is appointed he or she can not crosscheck any criminal activities by directors I'm this case.

Wike as discovered criminality in acquisition of this land n he as decided legal papers signed by minister who is the only person authorized to issue such will suffice, it matters little if a nonentity who is not involved in the case like you wail to death over bigotry or tribalism because you n the perosn involved are Igbo.
