While I belief most of what you said is true but partly I also think it’s half the reality of actually attaining such a plan because at the end of the day all this personnells and hubs will need a lot of funding and more importantly a lot of substantial one at that to invite expats to assist in building it up. You need money, and Nigeria is currently not that rich, so you need investors, partners, and countries to work with. You have their assurances and you can make quota on issues or areas that will make things flow.
