Someone like Ibeto has been importing cement and refused to build any one to develop his village ... A man decided to develop 4 cement plant in Nigeria and you accuse him of monopoly..did he tie the hands of Ibeto or Lafarge from expanding their operations?

Of course the value of the refinery hasn't been considered for DANGOTE as the facility hasn't really become operational. He should be worth around 30B by the time it （the refinery） gets valued and added
