I am more interested in tangible results like worker's welfare, improved conditions, sustainable development, anti-corruption, security, etc, than constantly hearing about government processes!

If there are 2300 ghost workers the story is incomplete, we need to know the number staff who are operating the ghost therefore there must be proscecution and recovery.
