Why 36 and the FCT?

I think the constitution is clear.., it said 25% in 2/3 of the states and fct… it did not say or fct.
The person must get 25% of votes cast in fct and 2/3 of the states.

So once you hv 25% in 24 states you’re thru never mind FCT… separating the by saying ‘states’ and ‘FCT’ simply mean that FCT took another name due to its dissimilarities compared to states but it’s included in the description of the rules.
