36 states + FCT = 37 states. The law is giving FCT a state status. If a candidate can secure 2/3 in 37 states making 25 states, he'd be declare winner.

In fact a lawyer friend said it's 24 states. FCT only come to play if a candidate get 25% in 23 states and 25% in FCT too where FCT would be regarded a state.

Lawyers in the house can help interpret the law. But common sense should already tell people that FCT is not more important than other states that it'd be given a special status. Also, there'd have been more spotlight on FCT if it was to be that important.

FCT is not regarded as a state hence the emphasis on FCT. It just means the candidate must get 25% of votes in 24 states +1 state =25 states.
That is why in the constitution Nigeria comprises of 36 states plus FCT.

It's looks petty but that's the law. No leading candidate has gotten less than 25% until today. So we'll see if INEC will overrule it like it overruled itself on the use of BVAS.

Including the FCT only meant FCT is also a state. No law says you must compulsory have 25% in the FCT
