I just got a conditional offer for a 1 year post grad certificate program as well.

Someone in US helped me to pay. FORM A is stressful and takes time. Look for someone overseas to help you.

I suspect they did not assign any weight to the third-party sponsorship, is the third party a relative, ie do you bear same surname?

Also apart from showing the third party statement, did you show their sources of income?
The answers to these will help you and request for your notes too
