I doubt if a port ever leaves the TLS in the course of the application process

An applicant details are rather electronically transferred from TLS to DMCs (Which I read are located in the U.K, Sheffield and Liverpool to be precise) and then electronically transferred back to TLS

What happens in-between is story for another day but to respond to your comment

You might be partly correct however the security levels of a visa vigenette can't be left in the hands of TLS staff

The document that confirms you’ve paid your tax. FIRS should be able to tell you what you need to get it.
