What is the minimum qualifications before entering a Degree awarding institution?

I graduated in 2014, the date on my certificate is 15 March 2015 which happens to be Sunday.
People can write Gce even after the have been itted to the university. I want to believe by then English and maths is no compulsory for a university ission. What I don't know much about is the certificate number.

I hope Nigerians institutions are observing. This is why consistency is everything. I strongly believe Peter Obi presented valid credentials. Agreed that only SSCE is required, the question why did Obi posted a forged certificate when no one ask about it from him. It boils down to integrity and truthfulness
