1. The visit visa you applied for, did you go for the biometrics capture?
2. The scholarship you got recently is it fully-funded one?

Reason for this is that once you are captured your record remains with them whether you withdraw or not. This means they already know you do not have funds in your bank via the bank statement you submitted earlier. So except you have a scholarship that covers your entire stay in the UK, presenting another POF bank statement may be seen as dodgy.

So I withdrew my visitor's visa application on the 5th of August because the program I was supposed to attend was going to end the following week and because I wanted to apply for the student visa because I got a scholarship that I can't defer and I've applied for the visa now.

But yesterday, I got a notification that my withdrawal request has now been successfully escalated. 2 hours later, they said my visitor's visa was rejected because my salary was not commensurate with my balance and that there were numerous deposits in my that they did not understand. 5 minutes later, they said my application has been successfully withdrawn.

I am very confused. Was the application withdrawn or was the visa application rejected?

My biometrics is next week and I want to know if I should just cancel the application or write a cover letter. I don't even know what I'll write in the cover letter because I'm fully funded and I didn't declare statement of in the student visa application.

Please what do I do?

Thank you for your response, I mis-relate my case, sorry. I am on the verge of submitting my statement of for CAS. But the way things are going September is not certain for me. My question now is, DO I NEED TO STILL APPLY FOR SEPTEMBER CAS THEN DEFER OR I SHOULD SEND A DEFER MAIL SO THAT THE ONLY CAS THEY WILL ISSUE TO ME WILL BE FOR JANUARY. Thanks in anticipation.

You don't need to apply for a CAs if you aren't sure you will meet up with September.

Defer to January and pick it up at the stage you left

Your question is confusing. You said in the first paragraph that you have been given a conditional offer. You'd also stated the conditions to get unconditional offer which are payment of £3500 initial deposit, proof of change of name and proof of being taught in English. All these have answered your question. So why are still asking if Sunderland requires payment for conditional offer when according to you, they've given you the offer already?

This is messy

You applied for visit visa on the 5th knowing you will be going to study in the same country a few weeks after.

You were refused a visit visa despite your request for cancellation.Your application was assessed by an Eco and refused

If you are going for your biometrics you have to address this refusal with dates and reason and add why you have now decided to study because it seems odd

Do you mean your first bank statement for minimum 28days will reflect only yours and then you will include your dependants subsequently?

If so Yes, but ensure all evidence are minimum 28days on the day you apply for you and your dependants visa

The fear is that your visit visa was denied (even after you cancelled) due to the ECO not being satisfied with your finances. Now, you are applying for a Student visa, except you have sufficient funding in form of exteranl funding (e.g scholarship), how do you plan to prove financial ability to take care of your bills? , they have your financial records from the visit visa application ( so, money can't just pump in from somewhere except you have strong proof).

I replied on the 18th and I got an auto response immediately that it’s been added to my application and being worked on. This is the 5th working day now and my application still at DMC. This is for skilled worker visa.

With the US you go for physical interview so no way you forgot about your encounter with the ECO face to face.

The current time line for skilled workers visa outside the UK is 3weeks plus you got an NSF requesting TB certificate and you responded last week

My advise considering that Monday 29th is bank holiday, you can make a paid call by next Friday if you haven't heard from them.
