This is the reason why people do things like placing hidden cameras in hotels rooms and get away with it. People make noise ... but do not take the matter to court.... claiming it's a waste of time. How do you know that?... have you ever tried?... do you know anybody that did so?.. or just assuming? People have done so... reported here on NL ... sued and won big.
