From my limited knowledge, the white paper would be a sort of memo that would be prepared for the state government for recommendations to be taken in the wake of the crisis...including possible prosecutions, and reforms.

Also, as the Wikipedia puts it

White papers are a way the government can present policy preferences before it introduces legislation. Publishing a white paper tests public opinion on controversial policy issues and helps the government gauge its probable impact
